Как получить молочную кухню для ребёнка? Каждая семья, имеющая новорожденного малыша, имеет право на помощь государства. В частности, на бесплатное питание и питье для ребенка.

Молочная кухня относится к региональным мерам социальной поддержки населения. Её деятельность регулируется ФЗ № 323 «Об основах охраны здоровья граждан» от 21.11.11.

Кому положена молочная кухня

Питание на молочной кухне в России в 2020 году

Понятия молочная кухня как такового в современном законодательстве на уровне государства не закреплено. Специальные пункты питания оговариваются Федеральным законом «Об основах охраны здоровья граждан в РФ». В п.3 ст.52 оговаривается, что обеспечение полноценным питанием беременных женщин, кормящих матерей, а также детей в возрасте до трех лет осуществляется по заключению врачей в соответствии с законодательством субъектов Российской Федерации.

Отсюда можно выделить категории граждан, которые могут обращаться в учреждение за получением бесплатного питания:

  • малыши до трёх лет;
  • беременные;
  • мамы, кормящие ребенка грудью.

Естественно, не сами дети должны приходить в учреждение за положенным им питанием. Это делают их законные представители. Например, родители или опекуны.

С учетом региональных программ, принятых на основании вышеназванного закона, можно выделить также следующие категории граждан, которые могут обратиться за рецептом на бесплатное питание:

  • инвалиды (возрастом до 15 лет)
  • дети в возрасте до 7 лет из многодетных семей.

Следует отметить, что региональные власти самостоятельно регулируют вопрос, связанный с обеспечением граждан льготным питанием, в том числе молочной кухней, следовательно и перечень граждан, которые могут рассчитывать на льготы будет отличаться, как и продуктовый набор, которым они обеспечиваются.

Основания

Основанием для получения права на бесплатное питание является рецепт, выданный либо врачем — гинекологом, который наблюдает беременную женщину, либо педиатра, который наблюдает ребенка льготника.

Поликлиника, в свою очередь, заключает договор с организацией, поставляющей и производящей продукты питания.

Нормы выдачи

Питание на молочной кухне в России в 2020 годуКакое именно питание будут получать дети и женщины на безвозмездной основе в рамках государственной помощи, решают педиатры, гинекологи и иные врачи. Рацион, который они подбирают, должен способствовать здоровому питанию, полноценному развитию детского организма.

Согласно общероссийским тенденциям, в 2020 году в перечень продуктов, выдаваемых на так называемой молочной кухне, входят:

  • пюре из овощей и мяса;
  • коровье пастеризованное молоко;
  • адаптированный для детского организма кефир.

Список дополняют питательные и лечебные смеси, жидкие или сухие, пюре, сделанные из фруктов, молочные творожки, соки, изготовленные из фруктов.

Невозможно получить что-либо из этого перечня продуктов, не имея на руках официальный рецепт от доктора.

На то, какое количество продуктов будет получать малыш бесплатно, влияет его возраст. От возраста зависит и состав продуктовой корзинки.

  • Например, в Москве ребенок, которому исполнилось полгода, имеет право один раз в 30 дней получить сухую смесь — 350 г и сок, сделанный из фруктов — чуть больше 1 литра. Положено ему и пюре из фруктов — два килограмма. Обязательно выдаётся каша один раз в неделю, в сухом или жидком виде, но не более 400 г за один раз.
  • Малыш, которому всего 5 месяцев от роду, может совершенно безвозмездно получать от государства 1 раз в месяц следующую помощь. Во-первых, кашу в сухом виде — 400 г. Во-вторых, пюре, изготовленное из овощей, около 1 кг. Обязательно сок из фруктов и такое же пюре, 1 литр и 1 кг соответственно.
  • Малыши от 3 до 4 месяцев могут рассчитывать на литр сока из фруктов в месяц, на сухую питательную смесь, около 1 кг.
  • Совсем малыши, от рождения и до 2 месяцев жизни, получают питание 1 раз в 7 дней: около 5 л смеси, желательно в жидком виде.

Такой порядок выдачи питания установлен Приказом департамента Здравоохранения города Москвы.

Внимание! Данный набор может изменяться в зависимости от региона и решения педиатров.

В Пермском крае, детям от 6 месяцев выдается молочная смесь 350 граммов, фруктовый сок больше литра, фруктовое пюре чуть больше килограмма, 400 грамм сухой каши. Нормы выдачи продуктов увеличиваются с возрастом ребенка.

В Санкт-Петербурге власти пошли другим путем, предоставив гражданам социальные карточки, которыми они могут безналично расплачиваться приобретая продукты питания и одежду в специализированных магазинах.

Какие документы требуется собрать

Питание на молочной кухне в России в 2020 годуДля того чтобы воспользоваться услугами молочной кухни, нужно собрать пакет документов, который отличается в каждом регионе. Например в Москве потребуется собрать следующий пакет документов:

  • свидетельство о рождении малыша;
  • страховой полис;
  • документ о прописке ребёнка;
  • документ с места работы родителей;
  • если семья многодетная, документ, подтверждающий это;
  • документ, в котором указано, какое у ребёнка здоровье;
  • если ребёнок инвалид — вывод комиссии.

Для того чтобы беременные женщины и кормящие мамы могли получать продукты бесплатно, им понадобится написать на имя главного врача соответствующее заявление. Беременные могут получить образец заявления в своей женской консультации. Или посмотреть его тут.

Внимание! Отсутствие постоянной прописки не является причиной для отказа в выдаче продуктов. Временная прописка также подходит.

Запись на получение продуктов

Кормящие мамы оформляют запись на получение продуктов у педиатра, наблюдающего за полноценным развитием ребёнка. Оформление происходит не на мать, а на ребёнка. Но получать продукты, естественно, будут родители.

Дети старшего возраста могут получать продукты из молочной кухни после оформления записи у педиатра.

Внимание! Точно узнать, каковы нормы продуктов, выдаваемых молочной кухней, можно у педиатра либо у лечащего врача (например, гинеколога в женской консультации).

Срок действия рецепта на молочную кухню

Питание на молочной кухне в России в 2020 годуОбщепринято, что рецепт выписывается сроком на 1 месяц. В редких случаях этот срок продлевается на 3 месяца. Например, если ребенку ещё нет трёх лет, если получатель питания беременная женщина или кормящая мать.

Срок рецепта в полгода доступен детям-инвалидам и детям из многодетных семей.

На какой срок будет выписан рецепт, решает врач, на основании осмотра и заключения о здоровье ребенка и беременной/кормящей женщины.

Важно! Чтобы постоянно получать продукты на молочной кухне, нужно не забывать вовремя продлевать рецепт. Обращаться за новым рецептом нужно тогда, когда к концу стал подходить срок действующего рецепта.

Молочная кухня работает практически в каждом городе РФ.

Одной из таких программ по поддержке является молочная кухня, но пользоваться ей могут далеко не все. Для начала, необходимо разобраться, что такое молочная кухня, и какие же слои населения могут воспользоваться данной услугой.

Молочная кухня: кому положено

Молочная кухня — это учреждение, в котором предусмотрена выдача натуральных продуктов питания для определенной категории граждан. Кто же вправе получать такую социальную помощь? Однозначно ответить на этот вопрос невозможно, потому что граждане, подходящие под категорию социальной поддержки населения, определяются органами власти, а у каждого региона свои критерии.

Злоязычники распускают слухи о том, что молочные кухни в столице и в регионах будут упразднены. Это не верная информация. Кухни не только не собираются закрывать, но и напротив, расширяют их ассортимент и количество.

В среднем можно выделить слои населения, которым положена выдача продуктов на пункте выдачи молочных продуктов:

  • Женщины в период беременности с момента постановки на учет и до родов.
  • Мамы, которые на первом полугодии жизни своего ребенка вскармливают его грудью.
  • Дети до одного года, которые вскармливаются искусственно.
  • Дети от годика до трехлетнего возраста.
  • Многодетные семьи, у которых имеются дети в возрасте до семи лет.
  • Семьи, которые воспитывают ребенка-инвалида до пятнадцатилетнего возраста.

Молочная кухня: изменения 2020 года

В прошлом году поговаривали,  что молочные кухни не нужны матерям и детям и даже хотели их закрыть за ненадобностью. К счастью, ничего подобного не произошло, кухни функционируют в прежнем режиме. Никаких особенных изменений не произошло и в графике работы молочной кухни города-героя Москвы, во всяком случае ожидать их в этом году не приходится. Все останется на прежних условиях, о которых будет сказано ниже. А вот ассортимент продукции для малышей существенно расширится.

Основные правила молочной кухни

В силу того, что молочные продукты быстро портятся, стоит запомнить, что работа молочных кухонь осуществляется только в утренние часы. Получать назначенное питание на молочной кухне нужно в период с 6 часов утра до 10 часов. Стоит отметить, что скоропортящиеся продукты даются ежедневно (исключая выходные дни), либо три раза в неделю. А сухие молочные смеси, фруктовые или овощные пюре и соки могут выдаваться раз в месяц.

Что положено беременным на молочной кухне

Беременные женщины начинают получать питание на молочной кухне с того момента, как становятся на учет по беременности (с 12 недель) в поликлинике и вплоть до самых родов. Для этого достаточно оформить заявление на предоставление дополнительного питания.

Что же входит в меню молочной кухни для женщин в положении? В основном это сок и молоко. Молоко выдается в объеме 9 литров в месяц, а сок в объеме 3,96 литров в месяц.

Что положено кормящей матери на молочной кухне

После родов на первом полугодии жизни малыша, кормящей матери необходимо большее количество витаминов и молока, а также чтобы повысить лактацию кормящей женщины, состав меню на молочной кухне остается таким же, как и для беременной женщины, но количество выдаваемой продукции увеличивается на треть. Таким образом, молока выдается 12 литров в месяц, а сока 4,29 литра ежемесячно.

Что положено ребенку на молочной кухне

Для детей состав выдаваемой молочной продукции определяется исключительно в зависимости от возраста ребенка. Бывает так, что после родов молодая мамочка по тем или иным причинам, не может кормить ребенка грудью, либо малышу не хватает грудного молока из-за недостаточной лактации матери. Ребенок до 6 месяцев

С самого рождения и до года ребенок обеспечивается жидкой или же сухой молочной смесью хорошего качества. Количество выдаваемых упаковок смеси варьируется в зависимости от возраста ребенка. Например, на первом месяце жизни оно равняется шести упаковкам сухой продукции. На втором месяце и по пятый включительно, новорожденному уже положено пять упаковок смеси. С пятого по восьмой месяц количество банок сухой смеси уменьшается до трех штук. С четырех месяцев помимо смеси выдается как фруктовое, так и овощное пюре. По мере введения прикорма в меню малышей добавляют молочные кашки.

Ребенок до 1 года

После восьми месяцев в рацион ребенка должны входить кисломолочные продукты. Поэтому к уже имеющемуся списку добавляют кефир, кисломолочные смеси и творожок. Нормы продуктов можно посмотреть ниже на фото.

Дети от 1 года до 3 лет

От года и до трех лет из меню ребенка убирают сухую молочную смесь, а остальной состав продуктов остается неизменным, варьируется только количество месячной продукции исходя из потребностей ребенка.

Прочие ситуации

Многодетным семьям, дети которых не достигли семилетнего возраста и детям-инвалидам до пятнадцати лет включительно выдается только молоко. В эту же группу относятся и дети до пятнадцати лет, у которых имеются хронические заболевания.

Чтобы узнать, относитесь ли вы к льготной категории, уточните этот вопрос у своего педиатра. Он подскажет, какие документы нужны для оформления, адрес ближайшей молочной кухни вашего района и график ее работы.

Как оформиться на молочную кухню

Для того чтобы получить право на бесплатную помощь в обеспечении питания ребенка, необходимо предоставить собранный пакет документов в поликлинику, за которой закреплен ребенок и заявление на имя главного врача от родителя малыша или опекуна.

Перечень необходимых документов для получения возможности пользоваться молочной кухней таков:

  1. Свидетельство о рождении ребенка, необходимо для постановления на учет в молочную кухню для ребенка любого возраста. Для многодетных семей наличие данного документа необходимо на всех детей.
  2. Полис об обязательном медицинском страховании.
  3. Наличие гражданства у ребенка.
  4. Копия документов, подтверждающих личность родителя или опекуна.
  5. Справка о составе семьи и выписка из домовой книги, подтверждающая проживание ребенка с матерью.
  6. Для детей-инвалидов необходима справка подтверждающая инвалидность ребенка.
  7. Для многодетных семей нужна справка подтверждающая статус семьи.
  8. Справку обо всех имеющихся доходах семьи за квартал: заработная плата, пособия на ребенка, алименты, пенсионные выплаты и т.д.

Стоит отметить, что в каждом регионе пакет документов для постановки беременной женщины или новорожденного ребенка на молочную кухню может отличаться, поэтому, изначально, необходимо проконсультироваться по данному вопросу у врача-педиатра, у которого наблюдается ребенок.

Необходимо обратить внимание на то, что посещение молочной кухни необходимо будет продлевать ежемесячно для беременных мамочек и для детей до года. Это делается потому, что со временем роста ребенка, будут меняться и его потребности, поэтому через определенный промежуток времени педиатром составляется новый рецепт, в котором учитываются потребности ребенка. Молочные кухни продлили время работы / Новости города / Сайт Москвы

Молочно-раздаточные пункты на несколько часов увеличили график работы. Это сделано для удобства и безопасности жителей — чтобы сократить возможное появление очереди.

Теперь пункты открыты с 06:30 до 15:00 (ранее они работали до 12:00) с обеденным перерывом с 12:30 до 13:00.

В поликлиниках также организована централизованная передача рецептов на получение продукции сразу в молочно-раздаточные пункты. Если ребенок ранее уже получал питание, то рецепт сразу передается на молочную кухню. Если рецепт выписывают впервые, его смогут получить родители без присутствия ребенка.

Москвичам рекомендовано посещать молочно-раздаточные пункты в алфавитном порядке по начальной букве фамилии. Так, например, если фамилия начинается на А, получить продукты во многих пунктах можно с 06:30 до 08:30. Распределение часов различается в зависимости от конкретного пункта. Как работает конкретная молочная кухня, можно узнать, выбрав ее на карте или позвонив по телефону: +7 (495) 602-00-06.

Соблюдать необходимую дистанцию между посетителями помогает специальная напольная разметка. Ее нанесли во всех городских молочно-раздаточных пунктах.

Нерабочие дни в Москве: какие ограничения действуют в городе

В Москве действует режим повышенной готовности. До 1 мая закрыты развлекательные заведения, салоны красоты, кафе и рестораны. В обычном режиме работают только продовольственные магазины, аптеки, зоомагазины, службы доставки, салоны связи и непродовольственные магазины, где можно купить товары первой необходимости.

Нерабочие дни продлены до 30 апреля. Все жители столицы должны оставаться дома. Покинуть место проживания можно только при обращении за экстренной медицинской помощью и при иной прямой угрозе жизни и здоровью, для похода в ближайший магазин или аптеку, выгула собаки (не более 100 метров от дома), выноса мусора, а также проезда до работы (для тех, кто обязан ее посещать).

В общественных местах необходимо соблюдать дистанцию не менее полутора метров. Это требование не касается поездок на такси.

С самого начала хотела получать, но была неразбериха с тем как ее оформить… Не простое это дело оказалось, если прописан в одном месте а обслуживаешься в другом. Может быть кому-то поможет мой опыт. Подскажите пожалуйста, были ли у вас такая ситуация: пришли в марте с мужем получить молоко и сок на молочной кухни. Молоко выдали х, а сок сказали в другой раз приходить, типа у них его нет. Если кто еще не в курсе. С 1июля в Москве начали давать питание беременным. Врачи об этом молчат… Вчера взяла рецепт у своего Г, для оформления нужно заполнить анкету и принести копию паспорта, 2х страниц. Сегодня без проблем получила сразу, как принесла им рецепт, благо с мужем пошла, он дорогу показывал)))) а то бы не доперла. в женской консультации. Зашла к врачу на прием. Хотели выписать рецепт на молочную кухню для беременной, но потом увидели что у меня прописка в московской области и сказали не положено. А вас кормят на молочной кухне?Меня да делается это так – в ЖК врач дает талончик на питание раз в месяц. Я еду на кухню и получаю там 1,5 литровую пачку молока Агуша для улучшения лактации, 2 пачки по 0,5 сока “Фруто няня для двоих” для профилактики анемии, и одну пачку пудинга Хайнз. Добрый день! Стою на учёте по беременности в Красногорской ЖК, прописана в Москве. Гинеколог сказала, что витамины выдают после 30 недели беременности, а про молочную кухню ничего не сказала. Сразу прошу прощения у модераторов, если не в эту тему, поправьте пожалуйста) девочки, встал вопрос: все ли обязаны получать молоко и соки для беременных? Вопросик про молочную кухню для беременных)) Я написала отказ в жк, точнее меня принудили его написать. Так как прикрепилась не по району прописки, а где мне удобно. Оказывается в Москве беременные могут получать на молочной кухне питание! Кажется 6000 л молока и 2500л сока в месяц! И я об этом узнала придя оформлять дочке молочку в поликлинику. У нас в ЖК ни словечка об этом никто не сказал, хотя я была у 3 гинекологов, нигде не весит бумажка с этой информацией….. Я поражаюсь, неужели им жалко или язык отвалиться сказать?????
